Scaling Infill Forum
The City of Toronto is moving to significantly expand the construction of small to medium sized, multi-unit, infill housing through recent policy changes. These measures aim to boost housing supply while curbing urban expansion.
Despite the opportunities new policies present, this type of housing remains difficult to deliver—and even harder to scale. One reason for this is that Toronto’s multi-unit housing system has long relied on large-scale development to achieve economic viability. Reorienting our housing system toward mid-scale infill on smaller sites will require new practices and policies.
The Scaling Infill Forum gathered Toronto-based architects and designers to examine these challenges and brainstorm innovations for scaling up feasible, compact, multi-unit designs for small to middle-sized infill housing. The findings from the discussions will inform future ReHousing research, and we will continue to have conversations with the many people that make infill development happen.
