	What is a multiplex?




	




	A multiplex is a small, multi-unit residential building. In Toronto, up to four units are legal.&#38;nbsp;

Before you can get started on designing and developing your multiplex, its important to understand what you’re allowed to build in the city you where you live.

You should visit the website of your own municipality to veryify which rules apply to you and what is permitted.






	

In Toronto you can now build up to five units on a lot

2000 - Approved&#38;nbsp; Secondary Suites


In 2000 the City of Toronto approves secondary suites. A secondary suite is defined as:“Self-contained living accommodation for an additional person or persons

living together as a separate single housekeeping unit, in which both food

preparation and sanitary facilities are provided for the exclusive use of the

occupants of the suite, located in and subordinate to a dwelling unit”

This change allowed for a single lot to have a house with two units anywhere in the house.

2018 - Approved Laneway Suites



In 2018 the City of Toronto approves laneway suites across the city

on residential properties that share a property line with 
a public lane, subject to By-law requirements.
This change allowed for a single lot to have a main house with two units and one laneway suite&#38;nbsp;
















— if the lot met specific guidelines.

2022 - Approved Garden Suites

In 2022 City of Toronto approves garden suites. The new policies and zoning requirements permit garden suites on 
properties in most residential zones across Toronto.


This change allowed for a single lot to have two units in the main house and one garden or laneway suite.

2022
Province’s More Homes Built Faster Act (Bill 23) 
allows three units ‘as of right’ on lot.


This change allowed for a single lot to have a house with three units, or a main house with two units plus one garden or laneway suite.

	Present
 In 2023 Toronto City Council adopted the Official Plan Amendment and Zoning to permit multiplexes citywide.
This change allowed for a single lot to have a main house with up to four units and one garden or laneway suite.




So, the new legislation has passed, but what has really changed? 




	

Maximum number of units

In all residential zones across the city (R, RD, RT, RS &#38;amp; RM) you are allowed to build duplexes, triplexes and fourplexes.&#38;nbsp;


Some zones of the city have further restrictions limiting the number of units. These zones will include a ‘U’ followed by the maximum number of units allowed on a property within that zone. Even if this number is less than 4, you are premitted to build up to four units on the lot.&#38;nbsp;

Form-based zoning
Until this change, all residential properties were limited by a ratio called the “Floor Space Index” which determines how much density you can build on the lot. New Multiplex legislation elminiates Floor Space Index maximums for Multiplex building types. Check out this link for a diagram explaining floor space index from the City of Toronto

	Side yard setback rules

Side yard setbacks have harmonized so that setbacks that apply to detached and semi-detached houses now also apply to multiplex building types.

Max building depth rules

On ‘deep’ lots, the max building depth has been increased from 17m to 19m.Deep lots are defined as: &#38;nbsp;


 at least 36 metres deep, where the lot is less than 10 metres wide; and&#38;nbsp;
 at least 40 metres deep, where the lot is at least 10 metres wide.

Max building height rules


For all areas across the city multiplexes are permitted to build up to a maximum height of at least 10m. This will allow for a viable third storey.In some areas of the city, the zoning rules limit the maximum number of storeys with an 'ST' value, these limitations do not apply to multiplexes.

	Main wall height rules
Perhaps one of the most confusing zoning regulations is those surounding main wall heights. The new rules state that the main wall of a multiplex &#38;nbsp; with a flat roof in the RD zone can have a maximum height of either 7.2 m, or 2.5m less than the maximum building height, whichever is higher.
  You can build additional main wall height&#38;nbsp; if the building steps back by 1.4m from the front and rear walls.&#38;nbsp;

Platform RulesA platform is the term for decks or balconies in the zoning guidelines. The new rules allow each unit in a Multiplex is&#38;nbsp; permitted to have up to two platfroms at or above the second storey. There is no maximum size for platforms.

Before starting your project it is helpful to learn about the property you want to build on. Most cities use regulations known as ‘Zoning Bylaws,’ which outline how land and property can be used and developed within different zones across the city. These regulations can have a huge impact on what you can do if you want to add to your existing house or build a new one.

Navigate the map page


 The easiest way to look up the regulations for your property is through the City of Toronto’s Interactive Zoning Map - which you can access here!


Once on the page, you can type the address of a home and it will zoom to that property. The map shows the footprints of buildings and the property lines that surround them.


Use the legend on the left-hand side to check if your property has any ‘Overlay Layers’

 specifically Height and Lot Coverage. For best results uncheck the Zone Category layer and only turn on one layer at a time. If a hatch appears over your property when a layer is checked it means some rules apply that limit how tall you can build or what percentage of your lot you can cover. Make note of these labels - you will need them later. 


Make sure you have the Zone Category layer turned back on. You can zoom in and click on a building or its lot and a smaller window will pop up which shows you the specific zoning bylaw regulations that apply to your property.

	Navigate the zoning bylawThis small window pops up when you click on a lot on the zoning map page which shows you your Zone Label. The Zone Label defines the specific regulations that apply to your lot and any site-specific exemptions. The window includes handy links to each of the zoning bylaw chapters that apply to your lot. 

 The Zoning Bylaw is structured as follows:
Chapter - Regulations in the chapter link apply to all residential properties regardless of their specific section.

Section - Residential land in the city is broken into different Zones (labelled R, RD, RS, RT, RM) Each zone has a section with rules that specifically apply to it. The letters at the beginning of your label will tell you what section you should be looking at.

 Exemptions - Sometimes, there are also site-specific exemptions that apply to your property. These are rules that don’t apply to the entire zone, and overrule the rules in the section you just looked at.

This last diagram shows what the zoning bylaw looks like. We‘ve highlighted in blue the sub-chapter that describes building setbacks. We’ll describe these in the next section below.

	So what regulations should I check?
	Even though a design professional will help you navigate the zoning regulations, it is helpful to inform yourself about the zoning regulations that will have the most impact on your property. They are:&#38;nbsp;

Lot coverage


Check the setbacks


	Side yard setbackTo see if you can build an addition on the side of a home, you’ll need to check your side yard setback. Once you locate your parcel on the zoning map, you can track this down in the zoning bylaw.

In Toronto there are rules to protect mature trees, and natural areas such as ravines. The rules that protect these 

features

 can have a big impact on what you can build on your lot. &#38;nbsp;The Tree Protection Bylaw
Which protects all Trees on City property, and trees on private property with trunks over 30 

centimeters

 in diameter. 



The Ravine and Natural Feature Protection (RNFP) Bylaw

Which protects ravines, forests, public parks, golf courses and other natural features. Check to see if your property is impacted by this bylaw here.

	Start by measuring the house
	


	Record the area for each floor
There are a few ways to measure the area of a home, from more general to more precise. Check out real estate search websites, like housesigma or zillow. These sites often list the precise floor area by floor for a home. If you can’t find floor areas on a real estate listing, try one of these options:Google Maps
 Google maps has a measurement tool. Right click when on this website, and select 

measure. You can click on points on the map to find distances.&#38;nbsp;City of Toronto Maps
The City of Toronto’s zoning map website also has a measurement function which can be found on the left hand side.

You can alway take a tape measure and 

measure your

 home on site.
 Remember if you are measuring the exterior of your house, some of that space includes the thickness of your exterior walls which you won’t be able to use as unit space.

	What is a typical unit size?


	How many units will fit in your house will depend on how big you want those units to be.&#38;nbsp;
To the right we have outlined some typical ranges for different unit types. This range is a general recommendation, but you will sometimes find units of each type outside this range. Note! Please remember that there are lots of factors that may influence the number of units that you can fit in your house beyond just the floor area. The arrangement and shape of your house can have a significant impact. Check out the ‘Pick a Project’ pages to see more details for different kinds of projects and consult a licensed professional before committing to a project.

Test out scenarios

	

Once you know how big your house is you can test out what size units can fit on each floor. 

Below are two examples of ways you could divide a house:




	
	Flats
One of the easiest ways to create new units in a home is to divide it up by floor. Each floor can be a separate unit.

	Add and Divide Floors
If your floor area is big enough, you can also divide floors into two or more units. This can complicate the requirements for how you exit the building

If you find that an existing home does not have enough floor area to meet your needs, you may be able to add on to it. Small additions can increase the area of a floor, or multiple floors. They can even be a free standing unit.

Remember the maximum number of units currently allowed in a house in Toronto is four. You can add a detached garden suite in the backyard for a total of five units. Check out the ‘Pick your Project’ pages for a larger list, and work with a license professional before you build to make sure you are conforming to all regulations and building codes.

Don’t Count the Stairs

	Remember that if your house has more than one floor, it also has stairways, which you shouldn’t count as habitable unit space. If you have a stair, be sure to

 this area from each floor area when considering livable unit layout.

Some homeowners want to take on some of the scope from other team members to help save money. Depending on your own capabilities, some additional roles a homeowner may take on are:


Purchasing appliances and fixtures - don’t forget, this means coordinating their delivery and storageProject management - this means hiring, and coordinating all the different trades for the project. Don’t underestimate how much work this will be!

	The Design Professional When assembling your team, we recommend starting with the design professional. The design professional is your primary consultant, or team leader. They will be able to help guide you through the process and advise on any additional team members your project may need. A good design professional can also help you achieve your goals and save your money through creative design solutions.




	


Roles &#38;amp; Responsibilities:




Collaborate with homeowners to develop the project’s design and layout

Incorporate zoning regulations and building codes that may affect the project's designProduce detailed drawings and specifications for building permits and constructionCollaborate and coordinate with engineers and consultantsReview progress on site as construction proceeds and check for compliance with the approved drawing set



 In Ontario, the construction and renovation of homes must comply with the Ontario Building Code. Municipalities such as Toronto have a specific department that reviews and regulates construction in the city. To build your multiplex, you first must obtain a building permit from the City of Toronto. There are two types of professionals that are legally allowed to design, draw, and submit plans for building permit approval: Architects, and BCIN Designers.






	What is an Architect?
	In Ontario, an architect is a highly trained professional who has passed specific educational and professional requirements and received a license from the Ontario Association of Architects (OAA). They are bound to the statutes of the Architects Act and OAA Bylaws to protect the public's interest and are expected to adhere to the OAA’s Code of Ethics. Additionally, architects carry professional liability insurance and generally are liable for their buildings for up to 15 years. Architects can draw, design, and submit construction and permit drawing sets on behalf of homeowners for building permits. Additionally, architects can help homeowners navigate the building approval process by working with planners and engineers to have the correct documentation completed. Only architects licensed by the OAA are legally entitled to use the term Architect and offer Architectural Services. All licensed architects in Ontario are listed on the OAA Directory. 	BCIN Designer
	In Ontario, a BCIN Designer can be an architectural technologist, technician, or designer who obtained their BCIN (Building Code Identification Number) from the Ministry of Municipal Affairs and Housing. BCIN holders obtain their certification through studying the Ontario Building Code and passing the required examination. The BCIN designation reflects an individual's knowledge and ability to interpret the Ontario Building Code and produce drawings for building permits. 	The ContractorThe Contractor is the one who will ultimately be responsible for building your project. As with any major purchase, doing your research before you buy is highly recommended. A good contractor can save you major headaches and money!



Roles &#38;amp; Responsibilities:







Review architectural plans and specifications.Develop a construction plan, schedule and budget.Coordinate and manage the construction process, including purchasing all necessary materials, hiring the required labour and collaborating with subcontractors and trades.

Follow safety regulations and quality standards.Communicate progress and issues to the design professional and client.Address and resolve any issues or challenges that arise on-site.Provide warranties and guidance for maintenance upon project completion.Provide you with accurate payment requests, typically monthly, that incorporate all of the information that forms part of the contract you signed with them.

When you start planning your project, understanding what the project will cost is really important. The total budget for your project is more than just the cost of materials and labour. 


Construction costs are just one part of a budget. A project budget should includes two main categories:

Hard Costs

Hard costs are costs directly associated with the physical construction of the project. These are 

typically 

 covered in what we refer to as the ‘construction cost.’&#38;nbsp; Remember to add HST or any other sales taxes when you start to estimate hard costs. Examples of hard costs include: 

The cost of materials used to build the project. This includes things like concrete, steel, lumber, roofing materials, plumbing fixtures, and electrical components.The cost of labor. This includes wages and salaries for construction workers, contractors, and&#38;nbsp; subcontractors.The cost of equipment.




Soft Costs


Soft costs are expenses that are not directly tied to the physical construction of your project, but are necessary for the completion of the project. Examples of soft costs include:

The next question you need to ask yourself is:

Where will you live when you build?
The diagrams below illustrate different scenarios for owners and tenants to live during and after construction.

Build Without Moving



If you can keep living in your house while you build extra units then you won’t have to find somewhere to live while you’re building and you can save the cost of renting. Staying in the house while you renovate can cause the construction schedule to be a bit longer. It can also contribute to construction fatigue as it can be challenging to live in a construction zone! It’s a good idea to talk to your contractor about this scenario early on and get their opinion. Some types of renovations are easier to live through than others.

Build, Move, Build

In this scenario, you can build a new unit on your lot, move into it, and then renovate the original space. This also means you will not have to move while you build, but it can cost more and can take a long time. This scenario allows you to stay on your property without having to pay for rent elsewhere or having to live in a house under construction.

Move and Build

In this scenario, the homeowner moves into temporary accommodation while the existing property is converted into a multiplex. During&#38;nbsp; construction, you will be looking for tenants to move in&#38;nbsp; when the multiplex is complete. If you choose&#38;nbsp; this scenario

Purchase, Build, Move

If you are buying and are not in a rush to build an extra unit, you can move in and build later. There are a lot of advantages to waiting a year or two before you start. You can find out what you like about your house. It also allows you to plan your design and finances without any financial pressures.

Co-purchasers - One moves in to start

If you are co-purchasing and need to build units for each member of your co-buying group, one member of the group can move in while building the additional units. The others will need to live elsewhere during construction.

If building new units to accommodate all the co-purchasers, you should decide if it is optimal for all the owners to live elsewhere to get the construction done faster.

These are units built in the basement of an existing home. They are common in the Toronto area. To legally register a unit, there are some specific requirements. The city refers residents to this Ontario website for a detailed guide for checking the requirements. Before you review the information provided by the website guide, check out our checklist below as a starting point to see if your home is a candidate for a basement suite. Remember to verify all local code requirements or hire a professional to do this for you!

Spatial Requirements

Measure the ceiling

	
The minimum ceiling height for a basement unit is generally 1.95m (6’-4-3/4”)
Measure the ceiling to see if it meets this minimum. If not, it will be expensive to make this change to register your unit as a legal basement suite. (It is possible to increase the height of the basement by underpinning, a construction method where the soil beneath the basement’s foundation is excavated and the foundations are extended and reinforced to create a higher ceiling height. This is expensive! Verify the ceiling height requirements with your local building code.)

	Are there windows?


Natural light is a necessity for housing. If your basement already has windows this is a plus!
The size of windows you will need depends on how big your unit is and what type of room you are in. Some windows may need to be used as an exit (more on this below!) The building code has minimum window sizes for different areas in your unit. These are generally:

 
Living room or dining room - 10% of floor area Bedrooms - 5% of floor area Laundry room, kitchen, bathroom - no windows required.  If a window is used for exiting you may need a larger window. Window wells are a great way to get extra light into the basement - check out our construction catalogue for more details. Verify the window size requirements with your local building code.

Getting in and out safely
Access/egressThere are two ways you can provide access to units within a house:Option 1) You can provide direct exterior access. This means each unit has its own fire-separated exit path from the main space of the unit to the exterior. In this case, each unit will have its own exterior ‘front door.’
 Option 2) You can provide access to the exterior through a shared entryway (and or stairwell depending on the number of units.) This means units will share a ‘front door’ and have a small section of communal space from which they access each unit.

What kind of access do you have

	Option 1 - Walk-Out BasementThis is the best option. A door from inside the unit opens directly to the outside.

	Option 2 - Separate Entry AboveThis is also a good option because you will not have to do a lot of work to allow access to the unit. A door at the main level, often at the side of the house, accesses a stair directly to the basement. These are often separated from the main floor living space.

	Option 3 - Stair Close to an EntryIf you don’t have a separate entry to your basement, it is best if the stair is close to an entry door. You will need to build a wall to separate the basement entry from the main floor unit

	Option 4 - Stair Far From an EntryThis option will require the most work. First, check to make sure you can access the stairs to the basement without disrupting the living space on the main floor.

You may also need to provide a second exit through a window in your unit that is large enough for a person to get through and easily open without any tools. 


	




Electric, Heating/Air, and Plumbing
Check your utilities

	

Check your electrical serviceStep 1 - Check the existing electrical service on your electrical panel 
 Find the circuit box. Find the main cut-off switch—this is typically the biggest switch in the box. The cut-off switch often has the number of amps written on it. You will likely need a minimum of 100 amps.
 Step 2 - Use the chart below to calculate the existing electrical capacity (Coming soon.)
Step 3 - Check how many units you can add based on the existing electrical capacity. (Coming soon.)
 Verify the level of electrical service you will need with a licensed electrical engineer or electrician.

Cost considerations







	
	Whenever you are deciding what type of unit to add, it is important to understand what are the major cost considerations. For a basement unit these are:
	

	

- underpinning
- unit access- fire and sounds separation
- adding plumbing (trenching new lines is expensive!)





Case study:


	
	

This basement renovation case study involves creating a distinct living unit by separating the existing stairwell and side entrance from the main floor unit. Existing windows are retained, with the addition of window wells for emergency exiting from bedrooms. The project introduces a new kitchen and non-load-bearing partition walls to create bedrooms. Plumbing is optimized by retaining existing infrastructure, making only the necessary additions.
